Thurrock Council: Chadwell St Mary’s tower blocks decarbonisation

  • Location: Chadwell St Mary’s

  • Purpose: Half of the Chadwell St Mary’s tower block residents live in fuel poverty and in flats with an EPC rating of D, E or F. Thurrock Housing Capital Programme provides residents affordable warm social housing, cutting energy bills and carbon emissions.

  • Description: The council has secured funding to install ground source heat pumps for the tower blocks and upgrade 273 flats to EPC C. Thurrock Council has also ensured that residents have access to a team who help residents maximise savings to their electricity bills from the changes.

  • Funding: £3.2 million from the Government’s Public Sector Decarbonisation Fund for energy efficiency measures.

  • Conservative councillor/ council lead: Previously Thurrock Council Portfolio Holder for Housing, Barry Johnson and now Portfolio Holder for Housing Luke Spillman.
