Hillingdon London Borough Council: Smoke Control Area

  • Purpose: Hillingdon Council created a Smoke Control Area to tackle air pollution and improve public health by reducing smoke released from domestic chimneys.

  • Description: In the Smoke Control Area, it is illegal to emit smoke from domestic chimneys. Only authorised “smokeless” fuels can be sold and burnt in DEFRA-exempt applications that meet emissions standards. Releasing visible smoke from a chimney results in a £300 fine, while buying, selling or burning unauthorised fuel results in a £1000 fine. Criminal prosecutions can be pursued for persistent offenders with fines of up to £5000 plus £2500 daily for continued breaches. In 2024, Hillingdon Council issued an updated Smoke Control Order, extending it to cover moored boats for the first time.
