  • Location: Harborough

  • Purpose: As a rural area many residents’ properties are off the gas grid and have high energy bills. The council is particularly concerned that many of their residents would be going cold, so it decided to fund a free insulation programme for fuel poor residents or those who are vulnerable to the effects of living in a cold home so as to reduce energy consumption and bills.

  • Description: The council formed a partnership with the Eco-Home Network, through which eligible residents can apply to receive free cavity wall and loft insulation. As of April 2018, over 500 homes had energy saving measures installed. Those homes will now be saving up to £480 per year on their energy bills (on April 2022 prices). The savings will increase as the price of gas continues to rise.

  • Funding: ECO3 grants, and the Green Homes Grant Local Authority Delivery

  • Conservative councillor/ council lead: Cabinet Member for Planning, Environment and Waste, Cllr Jonthan Bateman and the Eco Homes Network website
